Dr. Troy is a character from The Legend of Zelda: Oracle of Ages. An inhabitant of the present age Lynna City, Dr. Troy is a wise biologist who relays information about certain creatures to Link. After Link defeats Veran, he can be found in the Target Carts area in Rolling Ridge where he will reward Link with Bombchus if he manages to get a perfect score in the mini-game and obtains the correct password from The Legend of Zelda: Oracle of Seasons.
