The Keihin Gang (京浜同盟, Keihin-dōmei) is a Kamurocho-based Hangure gang first featured in Judgment. The group reappears in Lost Judgment, where they have rebranded as the Neo Keihin Gang (新京浜同盟, Shin Keihin-dōmei).
Background
The Keihin Gang is an alliance of four functionally separate criminal organizations, each one led by one of four different executives called the "Keihin Four" (京浜同盟四天王; Keihin-dōmei shitennō, Lit. "Four Sovereigns of the Keihin Gang").
The smallest of the four factions is led by Kenta Kasai and it mostly consists of street ruffians in athletic wear. The second faction is mostly made up of bodybuilders and is led by Renji Honda. The third faction is made up of overweight men who fight like sumo wrestlers and is led by Kaito Sakakiba. The largest and most powerful of the four factions is led by Matsuhisa Koga and it is made up of combat trained white collar criminals.
Judgment
In 2018, Takayuki Yagami runs afoul of the Keihin Gang when he defends his friend, restauranteur Kim Won-soon, from Kenta Kasai's thugs. Yagami beats Kasai and his lackeys, prompting the Keihin Gang to declare war against him. From then on, whenever any of their members see Yagami on the street, they start attacking him.
Over the ensuing weeks, the other three Keihin factions start separately targeting Yagami as well, but none of them are able to kill him. This failure severely damages the Keihin Gang's reputation, to the point that civilians stop fearing them.
Once Yagami completes all side cases and befriends every possible friend in Kamurocho, the final side case "Revenge of the Keihin Gang" unlocks. During this side case, the four factions of the Keihin Gang resolve to go on a manhunt against Yagami all together at once to finally kill him. Unfortunately for them, the people of Kamurocho help Yagami evade them out of gratitude for his help to the community. Ultimately, Yagami manages to defeat all of the Keihin Gang in battle with the help of his friends Tashiro, Ryan Acosta, Ryo Suzaki and Kenji Tanago. After this final humiliation, the Keihin Gang finally gives up on killing Yagami.
Lost Judgment
Since Yagami shut down their massive handgun smuggling operation, the Keihin Gang lost their source of funds and was forced out of Kamurocho. They regrouped in Isezaki Ijincho, Yokohama and rebranded themselves as the Neo Keihin Gang. Due to Ijincho's underworld already being controlled by Ijin Three, they struggled to find footing. This causes them to start collaborating with "The Professor" to gain power, with the goal of creating the largest black market on the dark web. Koga considers The Professor to be their most valuable asset to the Neo Keihin Gang and held The Professor in high regard, saying things such as "Nobody's capable of restructuring the Ijincho underground like the Professor is."
