Patch changes

• Hotfix (2023-07-24): Now reduces the targets healing and damage by 15% for 3 seconds (was 30% for 6 seconds).
  
• Patch 9.1.0 (2021-06-29): Now reduces the target's damage and healing (was damage only). No longer available to Guardian druids.
  
• Patch 9.0.1 (2020-10-13): Added, replacing [Encroaching Vines].
