Onkko (full epithet Quill Onkko Primary) is a former 
Ostron historian and archivist once responsible for lorekeeping, and the current representative of 
The Quills on the Plains of Eidolon and in Cetus.
Onkko is the primary point of contact with The Quills, who provides players with various services relating to Operator Amps, Magus Arcanes and Virtous Arcanes, including the construction of Amps and the trade of Sentient Cores for Quills Standing. He also provides the player with various tips and warnings when fighting the Eidolons.
Lore & History
General
With the official title of Cetus Archivist, Onkko was the Ostron's lorekeeper. He would, alongside the Quills, research and translate the various myths, legends and stories surrounding the Plains of Eidolon, the Ostron people, and the mysterious being known as the Unum.
Onkko is the narrator behind the lore for the Thousand-Year Fish and the Glass Shard fragments.
Gara's Discovery

In the past, Onkko was the close friend of Konzu, and husband to Saya. Together with Saya, they used their knowledge to bring technological prosperity to Cetus. However, despite their love for each other, Onkko's duty to the village strained his relationship with Saya, as he would often miss multiple of their anniversaries.
One of Onkko's notable studies was his discovery of the remains of the warframe 
Gara; The Glass Warrior who felled a massive Sentient in defense of the Unum. Onkko would obsess over her ancient secrets, but he and Konzu were sworn to secrecy by the Quills.
Disappearance
During an excursion out on the Plains with Konzu, Onkko mysteriously disappeared, leaving his wife behind to mourn his loss.
Five years later, Konzu is informed by the Quills that the Grineer has found traces of Onkko in the Plains, and tasks the 
Tenno with recovering said traces. They find Onkko's coffer, sealed with a Shatter-Lock of his own design. To open it, they must find the various fragments of the glass key. The 
Grineer, with knowledge gained from interrogating one of the Quills, believes them to be the key to unlocking Gara's power, power that can defeat the Sentients.
At the end of the quest, it is revealed that Onnko, in an attempt to protect Gara remains, hid the harmonic signal of her blueprint within his Shatter-Lock key.
Reemergence
It is later revealed that Onkko did not disappear, but instead had joined the order of the Quills. By some unknown means, Onkko had divined that Saya would meet an unwelcome fate had he stayed with her, and thus orchestrated his disappearance so that Saya would be safe, taken care of by Konzu. Onkko now spends his days as the Quill's representative, helping both the Ostrons and the Tenno even as he keeps his identity hidden from the people of Cetus.
Cetus Location
Onnko happens to be hidden away in a room that is can be difficult for new players to find that is to the right of Khonzu, accessible after starting the Chains of Harrow quest and while the player is in their operator form.

- If the player has scanned all of the Thousand-Year Fish fragments, then they will receive an inbox message from Onkko, who gives them a Thousand-Year Fish statuette on behalf of the Quills.
