Tatsuya Kazami is a minor character who only appears in Episode 19 and briefly in episode 30 of the anime. He is a student of Ohtori Academy.
Personality
Tatsuya is generally a kind boy. Chu-Chu becomes easily flustered by his cute looks, and though Wakaba claims he is a playboy, others find it hard to believe due to his meekness. His obsessive behavior in the elevator at Mikage Seminar implies that he has possessive feelings for Wakaba Shinohara deep down, though these feelings would never manifest without pressure from Mikage.
History
Anime
Tatsuya is introduced giving a love letter to Utena Tenjou, leading Wakaba Shinohara to become jealous. Wakaba calls Tatsuya her "Onion Prince" in reference to their shared past: whenever she was mocked for her large forehead, she would cling to Tatsuya, saying he would protect her as her prince. Though he initially met this statement with confusion, it is implied he began to accept it over time and would help Wakaba when needed.
Tatsuya developed romantic feelings for Wakaba after becoming her childhood prince, though he could never tell her directly. He hoped that by dating Utena, Wakaba would notice him. He eventually musters the courage to confess to Wakaba, but he is rejected as Wakaba realizes that her true prince is Kyouichi Saionji. The rejection leads Tatsuya to seek the help of the Mikage Seminar, lamenting the fact that, in his eyes, Wakaba's innocence could be tarnished by the boy she wants to date. Tatsuya is met with rejection in the seminar as well: Souji Mikage says he is a truly good person and therefore cannot make use of the seminar.
Movie
Interestingly, in the movie, Tatsuya and Wakaba seem to be much closer. His character sheet states that he appears to be Wakaba's boyfriend.
