Situated in the center of the city lies the huge City Palace of Tenebrae, the seat of the rulers over all of Pagan. Guarded by dozens of guards, and systematically sealed off from the rest of the city by huge walls and a big moat, the Tempest rules the people from this place. At the top of the palace is a Recall Pad, together with a training area. Below, beside the rooms for the ruler and the guard rooms, there is the prison in the basement.
However, despite its importance, every citizen of Pagan is free to enter the palace...as long as they don't touch anything.
