Cuba

Cuba, officially the Republic of Cuba (Spanish: República de Cuba), is a country located in the North Caribbean Sea near North America.

In Thomas & Friends, Victor is from Cuba. The country has not made any physical appearances, but it was indirectly mentioned in the special, Blue Mountain Mystery. It was also indirectly mentioned in the nineteenth series episode, Snow Place Like Home.
