EELs are the underwater demolitions specialists of the Cobra legions. They man and operate Cobra marine outposts disguised as offshore drilling rigs and augment the crews of larger Cobra naval vessels. Eels undergo a rigorous two-part training program in the warm shark- and pirate-infested waters of the Cayman Islands in the Caribbean, and in the frigid dark waters of the North Atlantic. Their training regimen includes marine structural engineering, explosive ordnance, underwater fighting techniques, and marine geology. Eels are proficient with sophisticated electronic detection gear, the latest in plastic explosives, and state-of-the-art, closed-circuit self-contained breathing systems. All this combined makes them the most feared creatures to ever swim the sea. If a Great White shark is a fear machine with fins, the Eels are Great Whites with plastic explosives and a spear gun! No ship is safe from their underwater mines, and their undersea sabotage skills are unparalleled.
History
Canonical/Pre-MUX/Theme History:
Elite divers, the Eels are more than just "frogmen". All are highly trained demolitions experts and marine engineers. Eels undergo rigorous training and become some of Cobra's most highly skilled troops. They are often part of the crew on Cobra's naval vessels, and all of Cobra's underwater vehicle operators come from the Eel forces, as do Cobra's arctic troops, the Snow Serpents.
The Joes first encountered Cobra Eels when Snake-Eyes and Storm Shadow fought a group in the shark-infested waters off the coast of Cobra Island.

Eels remain the backbone of Cobra's Naval Forces.

- After the plain Troopers and Vipers, the ranks of the Eels are the breeding grounds for the most Cobra divisions, including Sea Slugs, Snow Serpents, Lampreys, Hydro-Vipers, Para-Vipers, Electric E.E.L.s and Cobra Morays.
- Though the Eels were absent throughout the entirety of Generation 2, they were still referenced on the Cobra Moray filecard.
