Louise Alison Miller is the biological mother of Ruby Sunday. Louise abandoned her new-born on the doorstep of the church at Ruby Road on Christmas Eve 2004.
Biography
Louise Alison Miller was born circa 1989.
At the age of fifteen, Louise became pregnant by William Benjamin Garnet, who was also fifteen. Presumably due to her abusive stepfather, Louise surrendered her daughter after giving birth to her at approximately 2PM, leaving her baby on the doorstep of the church at Ruby Road on Christmas Eve 2004 before slipping away into the night, (TV: Empire of Death [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).) while the Fifteenth Doctor stopped the Goblin King and his goblins from altering time and eating the baby before she could grow up to become Ruby Sunday. It was snowing at that time, and a Christmas carol called "Carol of the Bells" was being sung inside the church. The Doctor saw the woman walking away from the church, but decided against confronting her. (TV: The Church on Ruby Road [+]Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023).)
At the age of eighteen, Louise moved to Coventry. (TV: Empire of Death [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).)
Remembering these events later, the Doctor's memories of it had changed as this time he witnessed Ruby's mother pointing at him. He would then recall these events to Ruby after telling her that he can't take her to the church as it risked a paradox. (TV: Space Babies [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).)
As she grew up, Ruby came to terms with her abandonment, but still sought the truth behind her parents' identities, though she also accepted her adopted mother, Carla Sunday, as her parent, with the two having a strong and positive relationship. Though Carla was not against Ruby looking into her true parentage, she privately hoped her biological mother would never return, as Ruby was "all [hers]".
On 1 December 2023, Davina McCall hosted Ruby on a programme that attempted to find the families of "foundlings" so Ruby could finally find out about her parentage, but no trace of her mother's DNA could be found on the databases they searched. (TV: The Church on Ruby Road [+]Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023).)
After meeting the Doctor, whenever Ruby recalled the events of her abandonment, snow would begin to fall, sometimes even indoors. (TV: Space Babies [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024)., The Devil's Chord [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024)., Boom [+]Steven Moffat, Doctor Who series 14 (BBC One and Disney+, 2024)., et al.) On one occasion, alongside the snowing, a Christmas carol could be heard, triggered by the god of music Maestro with their tuning fork after sensing that Ruby had a song hidden deep inside her soul. Maestro wondered how a song could have so much power, a power "like him, the Oldest One", adding, incredulous, that "on the night of her birth, he [couldn't] have been there". (TV: The Devil's Chord [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).)

The Fifteenth Doctor and Ruby would later visit UNIT in the hope of unraveling the mystery of Ruby's birth. They used a VHS cassette containing a recording of CCTV footage from outside the church at Ruby Road to fuel a time window allowing them to view Ruby's abandonment outside the church by her mother. Once there, however, they discovered to their alarm that they were unable to see her face and that as she walked by, her image seemed to flicker. She then appeared to point towards the Doctor, as if she was somehow able to see him. (TV: The Legend of Ruby Sunday [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).)
After UNIT cleaned up the VHS tape, it was discovered that Louise was actually pointing at the signpost for Ruby Road and naming her daughter after it. Ruby had never known that her mother had chosen her name, always having believed it to have been the social workers or the paramedics. During the battle with Sutekh, the time window directed Ruby to 2046 where Prime Minister Roger ap Gwilliam had mandated DNA testing, creating a DNA database of every UK citizen. Using the sonic screwdriver, the Doctor and Ruby compared her DNA against the database to find her parents.
After the god's defeat, Morris Gibbons and the Vlinx recovered the results which identified Louise as Ruby's mother. Based on Louise's records, Kate Stewart surmised that the fifteen year old Louise, who had an abusive stepfather, had most likely dropped Ruby off at the church to protect her which Kate believed was the right thing for Louise to have done given the records on her stepfather. By this point, the thirty-five year old Louise had gotten her degree, became a nurse, had a fella named Mike, and was preparing to go to Spain in just a few weeks. Ruby commented on how ordinary her biological mother was in spite of the fantastical things that had surrounded her identity, with the Doctor explaining that it was their own belief in her being fantastical that gave her memory such power.
The Doctor took Ruby to where her mother was in a cafe. The Doctor noted that Louise had a happy life now and hadn't come to find her daughter in over 7,000 days, suggesting that they leave Louise alone, but Ruby entered the cafe, introduced herself to Louise and thanked her for leaving Ruby where she would be safe. As the Doctor watched, the two tearfully embraced and Ruby took Louise home to meet her adoptive family. Louise admitted that she had always wanted to get in touch with her daughter, but had been too scared that Ruby would hate her. Louise became a part of Ruby's family and helped Ruby to find her father, William Benjamin Garnet, who had never known that Louise was pregnant. Ruby told Louise all about the Doctor and her adventures with him. She invited him to meet her and her father, but he declined.
Louise was still alive in the year 2046 and submitted her DNA to Roger ap William's database.. (TV: Empire of Death [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).)
Behind the scenes
- It was not made explicit in The Church on Ruby Road [+]Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023). if the woman who left baby Ruby at the church was also her mother, but the novelisation [+]Esmie Jikiemi-Pearson, adapted from The Church on Ruby Road (Russell T Davies), BBC Books novelisations (BBC Books, 2024). confirmed that the woman was indeed Ruby's biological mother. - Louise Miller is portrayed by Faye McKeever in Empire of Death [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).. It is not known at this time if the shadowy figure seen in the flashbacks of Ruby's mother is portrayed by McKeever or someone else entirely.
