Kurt Waldheim was an individual who served as Secretary General of the United Nations during the 20th century.
During his term as Secretary General, restricting access to alien science was made as much of a priority as nuclear proliferation. This was despite the creation of the First Contact Protocols (PROSE: The Dying Days [+]Lance Parkin, Virgin New Adventures (Virgin Books, 1997).) in 1968.
