Klepton One was the leader of a group of Kleptons which fled the destruction of their home world and settled on another planet where they established an city on the ocean floor. In the 30th century, he planned to conquer the Thains who also lived on the planet and make them their slaves. He had the First Doctor, John and Gillian captured when they arrived at the city, but when they escaped his guards were unable to find them. Klepton One died when the city was destroyed.
