Ambassador Rugan Skyl is a male Cardassian member of the Detapa Council and representative of the Cardassian Union.

Prior to the release of Victory is Life, he was present at the Borg talks at Deep Space 9 in 2409 and other diplomatic functions. However he was replaced by Elim Garak in these appearances. He does however subsequently appear with Garak in “Storm Clouds Gather”.

Skyl had a mentor, Gul Mavek, who was stationed at Deep Space 9 during the Dominion occupation of the station. During that time, he acquired a taste for Bajoran Distilled Kanar.

• “Storm Clouds Gather”: Skyl is seen with Councillor Elim Garak on Deep Space 9.
• “The Khitomer Discord”: Skyl is seen at Khitomer with the other Khitomer Alliance ambassadors.

Missions previously involved

• “Temporal Ambassador”: In an alternate timeline, Rugan Skyl is a laborer working for the Tholian Assembly at a base in the Azure Nebula.
• “Second Wave”: The player informs Ambassador Skyl about the delay of the conference. Later on, Skyl has to be persuaded to form a pact with the other Alpha Quadrant powers when the station is suddenly attacked by the Dominion. During the battle, Skyl and the other dignitaries are evacuated.
• “Surface Tension”: In early 2410, Rugan is part of a conference being held at the Jenolan Dyson Sphere to discuss the threat of the Undine. He gets into an argument with a Bajoran delegate, claiming that there is no need for the Bajorans to have a representative at the conference.
• “The Temporal Front”: Skyl is present at the Alliance Summit on New Romulus.

Missions previously given

• “Home Away From Homesick”: Before the conference, Ambassador Skyl is reminded of his mentor Gul Mavek and asks the player to procure a bottle of Bajoran Distilled Kanar, Mavek's favorite, for him.

Notes

• According to IMDB, Rugan Skyl is voiced by Adam Harrington, who is also credited with voicing Kar'ukan.
• With the release of Victory is Life, most of Rugan Skyl's appearances were replaced with Elim Garak. His character model was also redesigned along with other Cardassian NPCs.
