Julio is an informant of Skates in the Streets of Rage series. The youngster was found chained and dying by Axel Stone, Blaze Fielding, Max Hatchet and Skates. Max ventured out of the Battle Wagon to rescue him, despite Axel insisting he was probably guarded by "a dozen trigger-happy punks". Sure enough, Max and Julio were fired upon but made it back to the car. It soon transpired that Julio was an unwilling trap laid by several gangs in an attempt to corner the vigilantes.
