Jedi Arbiters were a number of Jedi that survived Order 66 and still tried to uphold the duties of a Jedi, even though the far reach of the Galactic Empire kept the Jedi separated and in danger. They attempted to try and keep the peace between warring factions across the galaxy by turning the factions against the Empire instead of against themselves.[1]
