Kefflin was a Second of the Lucian Alliance and controlled several planets in its territory.
Biography
Background information
Kefflin was extremely reclusive and most of the Lucian Alliance leadership has even never seen his face. However, he was a close friend of Netan, who frequently relied on his advice and appreciated his comments. He was rumored to have a nasty temper, and had a fondness for torture and murder. 2006
After the Odyssey was captured by the Lucian Alliance, Stargate Command decided to infiltrate the organization to find out what had happened to their battlecruiser. Because of his reclusive nature, Lt. Colonel Cameron Mitchell considered him the perfect candidate to impersonate. It was Mitchell's plan to inject the only one capable of recognizing Kefflin, Netan, with the Reol chemical. Mitchell, posing as Kefflin, eventually helped Teal'c escape, and made several moves against the Alliance. It remains to be seen how Mitchell's actions will affect the real Kefflin's position in the Lucian Alliance. Kefflin was seen on a few occasions, indirectly "through Netan's eyes", showing how he actually looked. (SG1: "Company of Thieves")
2010
While on a mission in the Armak system, Colonel Samantha Carter and the George Hammond encountered the real Kefflin who was in charge of the Alliance forces in the area, including a Ha'tak. Carter was surprised when the notoriously reclusive Kefflin established visual contact with the Hammond, revealing him to be a craggy blonde-haired man. Kefflin explained that Mitchell's impersonation of him and Netan's fall had forced Kefflin to take on a more public role. Rather than being angry at SG-1, Kefflin had a great deal of respect for the team who had played their hand supremely well and exposed many weaknesses in the Alliance and Netan in particular. As a result, those weaknesses had now been eliminated which Carter didn't like the sound of. Kefflin agreed to allow the Hammond to study the system's star, but warned Carter not to approach or land on Armak. Carter agreed, but ordered the shields kept up in case Kefflin tried anything, suspecting that he had left a cloaked ship or three to watch them.
When Teal'c and Rak'nor attempted to transport a Jaffa Rebellion weapons cache to a cloaked tel'tak, the Alliance intercepted their matter stream and transported the two to Kefflin's base where he was trying to recreate the Sun-Breaker: a device created by Heru'ur to rapidly age stars, presumably to use against enemy Goa'uld. However, Kefflin's scientists were unable to work it properly as it required a Goa'uld, Tok'ra or a former host to operate it. Having once been the host to Jolinar of Malkshur, Carter could operate such Goa'uld technology and offered her help in exchange for Kefflin releasing Teal'c and Rak'nor which he accepted. However, after Kefflin released the pair, Carter used her access to the base's systems to set the self-destruct and lower the shields so that a solar flare would hit it before using the ring transporter to escape to Rak'nor's ship with Qirarra. Although Kefflin's ship attacked the Hammond, Jennifer Hailey was able to restore the shields and Asgard plasma beam weapons, allowing it to fight off the Ha'tak long enough for Carter to board.
Kefflin survived the destruction of his base, but all of the work on the Sun-Breaker was lost for good. Carter suggested that Kefflin might want to trade Qirarra for some consideration in the future or, with her failure, cut the scientist loose. (SG1: "Sun-Breaker")
