The Wooden horn is a instrument in the Tribal stage that is used to ally with another tribe that is not hostile to your tribe. Tribes will demand different sounds, which will vary. The Wooden horn is placed as the first Tribal Stage social action (hotkey 1). Being an Omnivore makes the wooden horn the default instrument. A hornist will use wooden horns to socialize and ally with other tribes.
