Brocken is a robot developed by Dr. Brown initially for the Nazi army. After their final defeat in World War II, he travels the world to prove that the power of science is the greatest of them all.
Personality
Brocken has a cold heart, having no emotions for the most part; a recurring error in his systems can cause feelings to surface on rare occasions. He is also quite proud of his cyborg body and abilities, as well as the technology of his country.
Powers
Robot Physiology - As a robot, Brocken doesn't need food, water or sleep. He must be fueled with Castrol in order to work properly. He is superhumanly strong and has superhuman endurance.
Built-In Weapons - He has many built-in weapons, such as extendable arms and legs, a taser-like device, rocket launchers and jets in his boots.
Fighting Style
Brocken fights with his built-in weapons and his physical strength.
Cultural References
While not directly inspired by any historical figure, Brocken was inspired by Brocken Jr., a character in the pro wrestling Superhero comedy anime and manga series Kinnikuman who was named after a peak in Germany called The Brocken, as well as Rudolf von Stroheim from Part 2 of the series Jojo's Bizarre Adventure, as they are both cyborg German soldiers that praise German science. In real life, Nazi Germany was known for high investitures in military breakthroughs and experimental weaponry, some of which went as far as top secret projects like the Wundarwaft and the V8 Project. Being created by Sugar Brown and repurposed from his purpose for the Nazis is further reminiscent of the exodus of Albert Einstein, who escaped from early Nazi Germany to avoid his genius being used by the Nazis to give them the lead in creating the world's first atomic bomb.
His multiple built-in weapons and extendable limbs (as well as his name sounding comically similar to the English word "broken") is faintly reminiscent of Inspector Gadget. Similarities to a T-800 model Terminator also exist in Brocken too.

Brocken received a drastic redesign in the European SNES version of World Heroes, with a different outfit more akin to a cyborg, spiky hair and without a hat.
He starts a match wearing his shades. Before he retracts them, you can see his eyes flashing in red underneath.
The original World Heroes release included a bug where Brocken could catch his opponent in a stun loop with his long range crouching kick, allowing him to spam the technique and easily win any match.
Brocken's appearance resembles M. Bison from the Street Fighter series, but his fighting style resembles Dhalsim with the stretching limbs.
