Tokyo is the captial city of Japan, and the setting for the majority of the Shinobi games. In the 2002 game Shinobi, Tokyo is sometimes referred to as the capital city and it is where the Golden Palace was created in the center of the city 72 years ago by Hiruko Ubusuna's magic and it has risen again as he takes revenge on the Oboro Clan.
