Ruburan is the leader of a band of thieves in Parmecia. He joins the Shining Force to avenge his gang who were slain by Mishaela.
Background
He was the leader of an honorable band of thieves who were taken captive by Mishaela. She made him try to steal the Caravan but he was defeated by The Shining Force. Ian and his crew tried to save the gang but Mishaela killed them in front of him and left him for dead. He recovered and joined the Shining Force to avenge his fallen comrades. He left Nosshu in charge of the base and went on the long journey to stop Mishaela from reviving Darksol. Eventually they were victorious and nominated Nosshu to be the king of the seal area as he came all the way there on his own and is an honest strong man. Nosshu protests as he's nothing compared to Ruburan but Ruburan says its the decision of the Shining Force and Nosshu's saving them from the Kraken proves he's worthy, to which Nosshu agrees.
Personality
Ruburan is a thief but has some honor. He is not a liar and has a sense of justice in avenging his men. Also he cares for his men and is willing to be blackmailed to save them. He does not like evil forces and stands up to Mishaela when she admits to trying to take down Volcanon.
Strategy
He can fight with a bit of distance with his throwing knives attack. He learns the unique spells Katon and Raijin once promoted to a Ninja and can now gain MP because of this. Later on in the game, he can become one of the stronger members of the Force, becoming a mid-top tier fighter and an alternative to relying on the Centaur knights. This is because he continues to experience sharp stat increases on all areas with the exception of MP. Furthermore once promoted he can use swords.
As crafty as he is, he can't take too many hits. Its good to have a healer near by or have some back up near by to hide behind.

- Level 7 - acquires at Level 17

- Given that he's a thief, this is likely a reference to Maurice Leblanc, who wrote fictitious short stories of Arséne Lupin, the gentleman thief.
