Ruby (Bobobo-bo Bo-bobo) is a professional assassin with the ability to hypnotize those who play with her. Acting like a sweet and innocent girl to gain their trust, Ruby will then finish off her brainwashed victims.
Haruto (Code:Breaker) can whistle in specific sound frequencies or use eye contact to hypnotize his opponents.
While holding her prisoner, Diana (Marchen Awakens Romance) cast strong hypnosis on her step-daughter Snow, giving her the order to erase Babbo’s memories.
Cartoons/Comics
Eddy (Ed, Edd n Eddy) was temporarily able to hypnotize the kids in the episode "Look Into My Eds" using the Hypnotizing Wheel.
Changewings (HTTYD) have the uncanny ability to hypnotize both humans and dragons. This ability is so powerful that they can hypnotize even a giant dragon like the Purple Death. However, they don't use this ability too often as they rely more on their acid and camouflage.
Simon Says (Miraculous: Tales of Ladybug & Cat Noir) is able to control others by imprinting commands on his cards and them striking others with them.
Princess Fragrance (Miraculous: Tales of Ladybug & Cat Noir) is able to use her perfume to varying effects, ranging from mind-control to altering the scent of a person.
Perplexulo (Spacebear) using Odormancy to hypnotize Spacebear into thinking he was back in the woods.
Slade (Teen Titans Go! to the Movies) is able to use his doomsday device to hypnotize everyone in the world
Kent Allard/The Shadow (The Shadow) wears a Griasol Ring that lets him hypnotize people who looks at it.
Psycholeopterrans, like Hypnotick (Ben 10: Omniverse), can hypnotize their prey by rapidly vibrating their wings, and emitting some sort of powder, as well as projecting red spiral patterns that stimulate the reward and pleasure centers of the brain. This causes a sort of hypnosis-like state in its prey, causing them to see whatever they want most when they look at the patterns.
Vladats, such as Whampire, (Ben 10: Omniverse) are masters of controlling other beings. They possess both the ability to hypnotize other beings through eye contact and can control beings by shooting Corrupturas at their foreheads. They produce these small creatures from their mouth and can generate ones of different sizes to suit the size of their victim.
Hypnopotamus (The Rise of the Teenage Mutant Ninja Turtles) can force opponents into a trance when his "Mezmer-roo" spell is projected onto them and he can influence those hypnotized to obey his whims. However, Hypno is susceptible to his hypnosis as well if it ever reverberates back at him.
Darcy (Winx Club) Uses hypnotics to confuse and control her opponents andprimarily uses them to mess with the minds of her enemies; be it through varying degrees of mind control via hypnosis or messing up how they perceive their surroundings, especially through their sight. In fact, she often hypnotizes others into getting them to do the dirty work for her and to later sow the seeds of mistrust if they are ever caught by their friends, who are more than likely forced to fight them.
Hypnobrai (Lego Ninjago: Masters of Spinjitzu) have the power of hypnotism. They rattle their tails and stare at the victim, and if the victim happens to look their way, they are placed under their control.
