The Balance Badge is a key item introduced in Generation III.
Description
The Balance Badge is the fifth Gym Badge of the Hoenn region. It is given by Norman at the Petalburg City Gym to any Pokémon Trainer who defeat him in battle. It allows the player to use HM03 (Surf) outside of battle.
