Giliac refers to one of the three separate concepts in Regorian culture: an extinct star, a month and astrological sign, and the status of being born during month of Giliac.
Giliac star

The extinct star known as Giliac to the Regorians collapsed into a black hole 3,122 years ago.
Astrological calendar

The astrological calendar of the Regorians emerged about the same time Giliac collapsed into a black hole.
The constellation of Giliac represents a month of the year, considered a "dark time" by Regorians.[1] The Giliac month corresponds roughly with November.
Belief in the astrological calendar, and that Giliacs are dangerous, is extremely strong.[2] They maintain a large satellite network in orbit around Regor 2 solely for astrometry, measuring the precise location of stars for their astrological calendar.
Giliac status

Regorians regarded people born "giliac" as prone to extreme violence and uncontrolled emotional outbursts. Once born (or if discovered as an adults), giliac individuals are processed by the government and then imprisoned in prison camps. A dental sample is extracted to determine whether one was born giliac.
Regorians are abusive towards Giliacs, and they regard anyone from any planet born during the month of Giliac to bear the status. For example, one prison warden tells Second Officer Bortus that he is "still Giliac trash, no matter where [he is] from."[3]
Regorians go to extraordinary lengths to prevent a giliac birth by Cesarean section. The First Prefect states that Regorians extend "every effort" to ensure no births occur during the month.[1]
