"Quiet" is a folk song from Episode 0505 of Sesame Street.
Grover is attracted by the soft music Kate plays on her guitar, which gives her the idea to sing about the times where she doesn't have anything to say. Grover makes comments (plus the occasional "scooby-doo") periodically throughout, agreeing that he likes to be quiet sometimes.
