Dr. Level is a Doozer therapist appearing in the Fraggle Rock: Back to the Rock episode "Deep Dive."
When the Doozers have to temporarily stop building their constructions due to ecological issues, Dr. Level helps them cope with how to handle their spare time. He tells the group (who have swapped their workwear with more casual outfits) that it's important for them to express their feelings if they're going to go through the problem together. This comment doesn't seem to soothe the mind of one hysterical Doozer clutching their power drill, though, but he gives the poor workmate a sympathetic, "There, there."
