Paul Reed is a senior designer at Retro Studios. He designed Metroid Prime and Metroid Prime 2: Echoes, but not Metroid Prime 3: Corruption. Reed was previously a design intern at id Software, where he contributed to "two high-profile releases". Reed was working on Retro's unannounced Wii U project, which has most likely been cancelled. He is likely working on Metroid Prime 4.
According to Mike Wikan, Reed came up with the idea for the light and dark world concept in Echoes, and they worked together on the pitch for it to Nintendo.[1]
While Reed states on his LinkedIn profile that he has worked at Retro since 2002, he is credited in games developed by other studios after 2004 (when Echoes was released) including the 2008 reboot of Turok, DC Universe Online, Battlestar Galactica Online and Kinect Star Wars.

The other competing idea was a "Momento" based game (like the movie) by some other team members. Nintendo selected the dark/light motif right after we made the pitch."
