Stovok was a 25th century Federation citizen, a Vulcan man serving in Starfleet in the 2400s decade. In the year 2409, his ship responded to a Starfleet distress signal faked by Section 31 operative Franklin Drake. Stovok and his task force arrived at Boreth and were destroyed by a Klingon Defense Force ship, Jurlek's bird-of-prey. (STO - Empire mission: "Space Chase")
