Loomis was a 24th century Starfleet Captain.
During the Dominion War, Captain Loomis was assigned to protect the captured Dominion communications array on AR-558. He was killed in 2375, several days before Benjamin Sisko and his crew arrived. (DS9 episode: "The Siege of AR-558"; DS9 short story: "Requital")
