Bir was a 23rd century Sanoora man, the minority lead councilor for the Sanoora Supreme Council on the adopted Sanoora host planet.
History
In 2266, after failing to oust Nrakans from Nraka, homeworld of the Sanoora civilization, Bir rose to prominence as the leader of the Sanoora Returners, a political party appealing to younger Sanoora who wanted to conquer Nraka at any cost. By 2268, Bir sat on the Supreme Council and waited for an opportunity to boost support and lead a coup.
In 2268, a visit by James T. Kirk and Lieutenant Jinz from the starship USS Enterprise gave Bir leverage. When Kirk offered to provide settlement assistance, rather than lead Federation forces to defend Nraka, Bir called Kirk's words a bribe, then started his rebellion. He announced to the general public that majority leader Inoduku had been arrested and that Kirk and Jinz would be left to die.
Young Jinz panicked and offered to prove he was on Bir's side by shooting Kirk. Bir gave him a weapon, but before Jinz could fire, Spock broadcast an appeal to the public. If the landing party was spared, Spock promised to provide a means of decontaminating the surface so that Sanoora no longer required anti-radiation treatments. After demonstrating the technology with probes, Jinz backed down. Bir angrily grabbed Jinz's weapon and aimed it at Kirk, but Jinz blocked the shot and was killed.
Immediately afterward, Sanoora stormed into the room defying Bir, saying they were happy to remain on the host world, ending the coup. (TOS comic: "Planet of No Life")
