Badgey was a holoprogram authored by Sam Rutherford in the year 2380, a type of tutorial guidance routine modeled after a Starfleet combadge. He malfunctioned and became malevolent, remaining in the holodeck of the Federation starship USS Cerritos. (LDs episode: "Terminal Provocations")
Biography

Sometime after the Pandronian drills aboard the Cerritos in the year 2381, Badgey trapped the four lower decks Ensigns Rutherford, D'Vana Tendi, Brad Boimler and Beckett Mariner in the holodeck. To teach them "lessons", he forced them to earn merit points by running simulations. Over the course of the lessons, Badgey trapped more Cerritos officers and visitors. Alternate timelines
In the Kelvin timeline, Badgey was part of the Cerritos crew that joined with the 23rd century Federation in the year 2263. Badgey was commissioned as Starfleet officer with the rank of ensign. He served as science officer during missions in the Neutral Zone and surrounding areas. (ST video game: Fleet Command)
In an alternate timeline beset by the temporal anomaly crisis, Badgey was pulled into the late 24th century. Around the year 2380, different timelines were interwoven, and Badgey joined Starfleet to help Q resolve the temporal anomaly crisis. Badgey was proficient in diploimacy, engineering and science. Among the multiple versions of Badgey operating at the time were both helpful and psychotic ones. (ST video game: Timelines)
