Argan was a Bajoran man and a Sergeant in the Bajoran Militia.
When Quark and Rom were detained in the Gallitep labor camp, Argan took pity on them, especially Rom, and passed them medicine and a new pair of shoes for Rom. Argan wanted to escape the brutal conditions that Colonel Mitra allowed in Gallitep, but was murdered by either Mitra or Sergeant Wyte, or both. (DS9 novel: The 34th Rule)
