Admiral Arai was a 24th century Romulan woman, an agent of the Tal Shiar that ordered a covert operation to capture the USS Incursion and make use of its holographic masking system for the Romulan Star Empire.
Biography
After her failure in destroying the alliance between the Federation and Klingon Empire, Arai was branded as a traitorous rogue by Praetor Hiren, who declared that she was not acting on behalf of the Empire. (ST video game: Starfleet Command III)
