The Fenn were a race descended from the Thel Akai. They inhabited the continent of Quon Tali and then became subjects of the Malazan Empire. The Seti once inhabited the Fenn lands but were expulsed 2,000 years before the series began.
By the time of Gardens of the Moon, the Fenn were all but memories. To the people of Li Heng, they were "just a name and some vague description about them being giants. Giants no one's seen for decades."[1]
Stenla Tebur of Aren wrote a poem telling the story of the Fenn man and the Imass woman [2]
At some point in their history they had been encountered and possibly conquered by explorers and colonizers of the First Empire, who considered them ignorant and non-human.[3]
