Rotter (ロッター, Rottā) is a member of the Four Heavenly Generals of the Parthevia Empire.

Rotter has a small stature, with his hair sticking around his head like a small crown and a large grin always placed on his face. He wears a small Parthevian uniform.
Personality
Rotter seems fairly confident in his abilities, boasting about it in battle and seems to have fun toying with his enemies. He also shows a soft side to himself, crying over his rat friends when most of them got destroyed by Drakon's Household Vessel, and he swore he wouldn't forgive Drakon for hurting his friends.

Dungeon Creature Fusion
- Rotter can fuse with dungeon creatures such as rats. While in this form, Rotter gains an immense increase in size and strength. He is strong enough to be able to knock somebody a long distance away and through pillars. Rotter's tail can excrete flesh-eating venom.
