Richard is a guest character in the FX series Justified sixth season episode "The Promise". He is the new partner of Winona Hawkins following the four-year time jump and is seen leaving with Willa Givens while Winona and Raylan talk at the park in Miami. He is portrayed by guest star Jason Gedrick.
Though it is not specifically stated, Richard appears to be her new husband, as Winona is wearing a large diamond ring on her left forefinger and he refers to his parents as "Grandma and Grandpa" when speaking to Willa.
In "City Primeval," Willa states that her mom is off with "the Stache," the implication being that this is Richard.
