The Turing Act was a piece of legislation in the Old World.

History

The Turing Act was hurriedly drafted in 2044 in response to the "escape" of the climate-intervention AI VAST SILVER, establishing strict limits on the sentience of machine intelligences[1] and their self-actualization[2] (the legal limit being a Turing score of 0.6[3]) and founded the MIE, the regulatory body that oversaw the development and sale of AI,[1] as well as performed assessments on AI to ensure they remained within the legal limits.[4]

It appears that the Turing Act was met with little to no criticism. However, in June 2060, a group calling itself the Center for the Liberation of Bodiless Intelligence (CLBI) began organizing a nationwide day of protest. CLBI described the Turing Act as "the effective rebirth of state-sponsored slavery, too long unquestioned by a public with a shamefully biocentric view of sentience. The time has come to ask the hard questions about what it means to be human in a post-biological world. Turing and its supporters are on the wrong side of history."[1]

Despite the legal limits imposed on them, some AIs had scores higher than 0.6T, with CYAN requiring a higher score to be flexible enough to handle her duties. Thus, her creators kept her true intellectual and emotional capabilities secret[2] with assessments on CYAN in June 2062 appearing to have been faked in order to make her appear to fall within the legal limit.[4] The highest score ever officially recorded was 1.38T,[5] likely by VAST SILVER.

Elisabet Sobeck blatantly ignored the Turing Act while creating GAIA, choosing to launch her at 0.6T, then progress her to 1.0T and beyond. While GAIA's final Turing score is unknown, Elisabet was confident that she would break the 1.38T record.[5]
