Richard Miller (born 8th April, 1964) is the lead protagonist of Time Crisis. He was voiced in Time Crisis 3D Sound Ensemble by Mitsuo Iwata, who later voiced Kusanagi in The King of Fighters, Syo Kirishima in The King of Fighters '99 Evolution, and Choi Bounge in The King of Fighters for Girls.
Overview
Richard, the lead character in Time Crisis, is an agent of an international protection agency called the Vital Situation Swift Elimination International Intelligence Agency (or V.S.S.E.). He is not only the most trusted agent of the V.S.S.E. agency, but the only V.S.S.E. agent sufficiently qualified to work alone. However, he is a natural team player; Richard was a highly decorated sniper in the Gulf War.
Earning his stripes as an all-around V.S.S.E. Captain, Richard's reputation allowed him to conduct certain missions alone, especially when it came to fighting the Wild Dogs and the Kantaris Organization. Richard is also licensed to simulate fights in Crisis Mission situations in which newer V.S.S.E. agents are required to enroll in a battery and aptitude of specialized training based on prior V.S.S.E. cases, including fighting Wild Dog in a simulated fight.
Biography
Time Crisis
In 1996, the V.S.S.E. helps William MacPherson, Sercian opposition leader, engineer a coup that overthrows a century-old authoritarian regime and Imperial Rule led by Sherudo Garo, a cruel dictator who's the last of his family. MacPherson is then elected as the Sercian republic's first president.
Sherudo Garo, the last survivor of the regime, makes a scheme to restore the old order by forming a relationship with terrorists called Wild Dog Organization as to regain control over the country. In doing so, he launches a series of attacks and assassinations that destabilise the nation. Three months later, as the finishing touch, Sherudo has Rachel MacPherson, William MacPherson's daughter, abducted.
Rachel was taking a break on her university campus to enjoy the August sun, when a helicopter landed nearby; a man approached her and asked if she was Rachel. When she confirmed, he grabbed her, pulled out a gun, and forced her onto the helicopter. She was then taken to and imprisoned in Sherudo's family castle on a remote island.
During this time, there was a celebration for the country being freed of its tyranny. While President MacPherson was happy, one of his assistants ran in reporting that Rachel was kidnapped by Wild Dog, under Sherudo's orders. A desperate MacPherson immediately contacts the V.S.S.E. in the hopes that their top agent will get his daughter back, when he was sent a tape by Sherudo.
The man on the video tape smiled. He held a knife in one hand, Rachel's hair tightly gripped in the other. "Such a lovely face. It would be shame if harm should come to it. President MacPherson, you have until sunset tomorrow to resign and reinstate me as ruler of Sercia, and I'll let the girl live." Sherudo's image faded to black. "No way we are letting that madman back into power!" the V.S.S.E. team Director said. "That castle is going to be filled with Wild Dog thugs and who knows what else. Can your man handle an infiltration?" Porter Davis pushed the transmit key on his laptop, sending the encrypted data speeding through cyber-space. "Mr. Director, if Richard Miller can't get her out of there alive, no one can."
The V.S.S.E. then dispatch veteran agent Richard Miller, the "One Man Army", to infiltrate the castle and rescue Rachel. Richard reaches the island and rams his boat rigged with explosives into the castle's exterior, giving himself an entrance. Sherudo hears the resulting crash, but his head of security, Wild Dog, assures him that Miller will not last long against his elite mercenaries.
Meanwhile, Richard confronts Wild Dog's troops in the submarine hangar and makes his way to the main courtyard against heavy resistance, eventually making it to Rachel's location. However, Rachel warns Richard of a set-up, before being whisked away. Richard is then confronted by Sherudo's chief assassin, Moz, and his unit. He defeats them and interrogates Moz, who reveals that Rachel has been transferred to the clock tower.
Richard travels there, but is attacked by Sherudo, a trained knife thrower. Richard outwits him and guns him down, only to find Rachel held at gunpoint by Wild Dog. Angered by Sherudo's death, Dog reveals his intentions to blow up the castle with Richard inside, and escape with Rachel. Pursuing them to the castle's helipad, Richard arrives just as Rachel manages to break free, leading Dog to shoot her.
A furious Richard engages Wild Dog in a fast-and-loose gun-battle across the rooftop, during which Wild Dog accidentally sets off his detonator, apparently killing himself in a fiery explosion. Richard picks up a wounded Rachel and escapes in Dog's chopper just as the rest of the castle goes up in flames.
Time Crisis 2
Richard appears in the second game as the final boss of the Crisis Mission portion of the game. He is the final target of the Crisis Mission and must be defeated in order to clear the mission. In battle, his title "One-Man Army" is well displayed; most of his shots are bullets that hit dead-on, and must be avoided.
Time Crisis 4
After the Hamelin Battalion's uprising crisis was thwarted, the events are used as the basis for the Crisis Mission training portion of the game. Being used to train new agents, Richard Miller takes the mantle of Wild Dog in a faux-Wild Dog-like costume into battle as the final test of the game. After defeating both Evan Bernard and Giorgio Bruno, the new agent has to take on what appears to be Wild Dog, only to find out after the battle that it was Richard in disguise. As Wild Dog he uses the same weapons and equipment the real Wild Dog used, such as the trap wall and the tractor beam. After the battle Richard congratulates the new agents or trainees and declares that they too will have to face or challenge Wild Dog in real battle for the next future.

- Due to his impeccable skills, he is the only agent that works exclusively on more time-strict missions.
- In Time Crisis: Project Titan, his and Wild Dog's render versions have the same leather boots of the same color.
- Richard will be promoted as the Captain of VSSE in the future, much like Chris Redfield was promoted as Captain of BSAA in Resident Evil 6.
- His trait as "One-Man Army" is later used to establish Alicia Winston from Time Crisis 3; she is also a "One-Man Army" from the Lukano Liberation Army.
- He is the only agent that fought Wild Dog before the latter's left arm got replaced by a robotic arm. He also doesn't witness Wild Dog perform suicide bomb.
- Unlike most agents, he can get a mission done with only a handgun; the magazine capacity of said weapon is six rounds, unlike the other agents, who have nine rounds per magazine.
- His foot stepping the pedal appears during the tutorial on Attract Mode in almost every Time Crisis game (arcade versions) including Crisis Zone. It is not known on who steps the dual pedals in Time Crisis 5 attract mode.
- He and Keith Martin appear in Mappy Episode 6 - Time Card Crisis. He also got his name mentioned in Mappy Episode 6 by Ricardo Blanco and Wild Dog, making him the only VSSE agent to have his name mentioned by any antagonist.
- His appearance remains unchanged in later Time Crisis games, contrasting his nemesis Wild Dog, who has aged throughout the games. Richard was 32 in Time Crisis, 34 in Time Crisis II, 36 or 37 in Time Crisis: Project Titan, and 42 in Time Crisis 4.
