Fleet Admiral Charles Vance was a supporting character in the television series Star Trek: Discovery. First introduced in the episode Die Trying, he was portrayed by the Israeli actor Oded Fehr.
Joining the Federation Starfleet in the 32nd century after the cataclysmic Burn had largely reduced the Federation to a rump state, Vance had reached the rank of fleet admiral by 3189. He was a friend of the joined Trill admiral Senna Tal. Vance was married and had one daughter with his wife. By 3189 they were living at an undisclosed location due to the precarious situation the Federation found itself in.
Vance welcomed the time displaced USS Discovery back in to Starfleet when the ship located and had flown to the new Federation headquarters. After confirming the identities of the Discovery crew and their commitment to Starfleet, he welcomed them back into the fleet and ordered engineers to refit Discovery to 32nd century Starfleet specifications. Vance became Captain Saru and Commander Michael Burnham's superior officer and tasked Discovery to be a rapid response vessel due to her spore drive giving her the ability to travel vast distances almost instantaneously.
When the Emerald Chain discovered Federation headquarters, Vance directed the defense of the headquarters and met with Chain leader Osyraa in an attempt to negotiate a peaceful resolution to the crisis. As part of the negotiations Osyraa attempted to negotiate a peace agreement between the Federation and the Chain, but Vance saw through her duplicity and the Federation refused to accept the agreement. Osyraa left to return to Discovery and was killed a short time later by Burnham.
After that crisis was over, Saru decided to take a leave of absence from Starfleet to accompany his fellow Kelpian Su'kal back to Kaminar. Realizing that Burnham was exactly the kind of officer Starfleet needed in these tough times, Vance promoted Burnham to Captain and named her the new Captain of the Discovery.
With the death of the Emerald Chain's leadership the Chain began to fracture. Meanwhile the Federation began to experience a rebirth, with former members Trill and founding member Ni'Var (formerly Vulcan) rejoining the Federation and the number of Federation worlds beginning to increase once again. Federation headquarters was de-cloaked and operated openly, and Vance felt the situation was safe enough to have his wife and daughter rejoin him at headquarters.
Over the next year Vance helped supervise the reconstruction of the Federation and its Starfleet, which seen Starfleet Academy reopen after being closed for over a century, and a new large spacedock named after former Federation President Jonathan Archer being opened to allow for the construction of new starships and refitting of existing ships. However a light years wide dark matter anomaly began threatening the galaxy, forcing Vance to deal with this new threat to the Federation and larger galaxy.
