C.H.R.O.M.E. are the overarching protagonists of the Cars 2 animated film. They are an international spy agency and training center for future secret agents, targeting criminals all over the world. One of their missions involved foiling the Lemons' plans to discredit alternative fuels during the World Grand Prix conquest.
History
Cars 2
The United States were the first to discover the Lemons' hidden oil rig field in the Pacific Ocean, and sent Rod Redline undercover to investigate. The United Kingdom would also discover the oil field and send Leland Turbo on a mission there. He sent his colleague Finn McMissile a request for assistance, but was killed before Finn could save him. Finn, however, managed to take a photo of a device disguised as a race camera, and escaped the Lemons, faking his death in the process.
In Tokyo, during the World Grand Prix invitational party, Redline organized a rendez-vous with British C.H.R.O.M.E. agents to pass them the image of the Lemons' kingpin. He was captured by Grem and Acer before he could do so, however, and passed the image onto Mater, who was then confused by Holley Shiftwell for her contact. Finn McMissile fought the Lemons during the first World Grand Prix race, and in its aftermath, the two agents and Mater continued to investigate the Lemons' plan in an attempt to save the World Grand Prix racers. They failed to prevent the Lemons from sabotaging the second race, however, and were captured.
In London, Finn, Holley and Mater were tied up inside the Big Bentley and forced to watch as Grem and Acer targeted Lightning McQueen, intending to blow up his engine and kill him. When it didn't work due to Sarge switching Lightning's Allinol for actual organic fuel, they switched to "plan B": tricking Mater into escaping so he could get close to Lightning and blowing him up with a bomb stuck to Mater. Finn and Holley also escaped, and the secret agents ended up defeating most of the Lemons with help from Radiator Springs' residents, while Mater discovered their leader's true identity as Miles Axelrod.
Cars 2: The Video Game
Sometime after the movie's events, Mater invited his friends and World Grand Prix racers to take part in C.H.R.O.M.E.'s training sessions.
Overview
C.H.R.O.M.E. is an international secret agency made up of highly-skilled spy cars. They deploy their personnel on missions to neutralize threats to global safety, though only their confrontation with the Lemons is currently known of. Their headquarters' location is unknown, beyond being somewhere in or near London, and vehicles without clearance are not permitted to go there.

- Cars 2: The Video Game developers came up with the idea for C.H.R.O.M.E. rather than the movie crew. The agency Finn and Holley work for is unnamed in the movie.
