Neutral is a term used to describe politically nonaligned places. A neutral location has no population of sapient life forms belonging to any one faction. Locations are only considered neutral if no faction has any colonies, bases, or permanent military presence there.
The Human-Covenant war has taken place in many locations. The Covenant do not appear to occupy or colonize any systems that they destroy which previously belonged to the UNSC, so systems containing glassed planets are referred to as neutral. This is also true because the planet is rendered uninhabitable, thereby being rendered Neutral.
