Kupiga Simu was one of the primary UNSC communications relays on Earth[1] and an Intercontinental Ballistic Missile launch facility.[2] It was located in the East African Protectorate.[1]
History
Following the Human-Covenant war, the communications aspect of Kupiga Simu became antiquated as new technologies were created. As such, the base was mostly used to train Spartans.[1]

Kupiga Simu hosted at least three 11-B1 Intercontinental Ballistic Missile silos.[2]
Personnel
The UNSC Communications Commission had determined that the base had radio frequency fields that exceeded levels recommended for unprotected exposure.[2]
