One of the greatest issues with the Mobile Worker MW-01 Model 01 Final Type was that its generator was too large, requiring it to be mounted exposed as the backpack [2]. Gihren Zabi was even considering cancelling the MS Plan, seeing the Final Type as a joke, lugging around a naked engine on its back [3].
The Waff represented a great leap forward in mobile suit development. A new fusion generator, developed by Professor Trenov Y. Minovsky himself, had shrunken significantly in size, such that it could be mounted within the mobile suit's frame. Furthermore, Minovsky also developed the Fluid Pulse system, which utilized the Minovsky Particles to drive the mobile suit's system, improving drive efficiency and allows for better attitude control in space. During mobility tests conducted in space region scattered with Minovsky Particles, the Waff's performance suggested that it could potentially surpass space combat vessels and guided weapons. Like the Mobile Worker Model 01 Late Type, the Waff can also change its forearms attachment.

In U.C. 0074, Torenov Y. Minovsky showed a video simulation of the Waff to Gihren Zabi in order to convince him of the effectiveness of a mobile suit equipped with a Minovsky fusion reactor. He promised Gihren that it can be completed within the year. Later that year, just as Dr. Minovsky promised, the Waff was completed.
Soon after the completion of this machine the development of a more combat-capable successor had already begun. Production of the YMS-03 Waff was halted without it being formally adopted.
