History

Background

He is a neutral party who tries to end a disagreement between two Triad gangs – Blood Feather Triad and Mountain Cloud Boys – and agree on a solution without the necessity of violence.

Events of Grand Theft Auto: San Andreas

On the way to the Blood Feather Triad storehouse, Mountain Cloud Boys leader Wu Zi Mu and personal friend Carl Johnson spot people running away scared of something.

Woozie and Carl arrive at the storehouse only to encounter all of the Blood Feather Triad members killed. They find the meeting mediator hidden in a locked garage, who explains to the duo that the Da Nang Boys ambushed the Blood Feather Triad. As more Da Nang Boys arrive at the scene, the unarmed mediator hides again.

The mediator has an unused character model internally named mediator ("mediatr"). In the final version, this character, along with the Blood Feather Triad members, uses a generic San Fierro Triad member appearance.
