Harold Fuller was Prime Minister of Great Britain in the mid 1960s. Under Fuller, the British successfully tested their first atomic bomb in Australia on February 14, 1965. Two months later, Fuller signed a non-aggression pact with C.N.A. Governor-General Perry Jay, thereby placing the C.N.A. under the protection of the British atomic arsenal while North American scientists worked to complete their own atomic bomb.
Sobel erroneously gives April 1964 as the date of the non-aggression pact.
