Alberto Rias was the first Governor of Durango under the Mexico City Constitution. Rias attempted to introduce Jefferson's slave-based cotton culture into Durango, and President Andrew Jackson encouraged his efforts while addressing the Durango state assembly in Torreón in 1823.
