The Charging Table is a block added by BuildCraft. It is used to manually recharge Robots.
To recharge a robot, the Charging Table must be powered with Redstone Flux (RF) by the Laser (example shown in the Picture 1). Charging time is inversely proportional to the number of Lasers provided with sufficient energy. Right-clicking on the Charging Table opens its GUI, which has a slot for the discharged robot in the middle, and a tab on the right for an energy overview. Place the robot in the middle slot and the tab shows the energy required to fully load the robot (shown in Picture 2). If energy is available, the Charging Table will start to recharge automatically.
