Xiu-Ling was the Chinese ambassador to the United States in 2077.
Background
According to M.A.R.Go.T., a senate luncheon was scheduled at noon on October 31, 2077, with Xiu-Ling as a participant. However, due to the Great War, this never occurred.[2]

Xiu-Ling is mentioned only in the Fallout 3 add-on Broken Steel.
