Background
Dr. Walker was an outspoken proponent of the Institute's cybernetic implant research, and he was also the one who surgically added implants to Conrad Kellogg's body. Many other members of the Institute were interested in the work he was doing, but his project was cut short by Father and efforts were diverted to synths instead.[1]
