The Vault 2 overseer is a character from the Wastelad holotape minigame.
Background
The leader of the sports-obsessed Vault 2, the overseer is the one who speaks with Wastelad and tasks him with acquiring the lucky #2 jersey from the Kip LaBombard memorial stadium. It is the last item required for the Vaults sport collection. Once it has been collected and given to the overseer, Wastelad will be granted free access through the Vault.
