Tolya is the cook and a supplier for the Khans in 2161.
Background
Tolya is one of Garl Death-Hand's raiders,[1][2] and has been to many parts of the wasteland, the closest of which are Junktown[3] and Shady Sands. In his travels, he gathers supplies for the camp by theft. (He is also their cook.)[4] He claims that they are the most feared group in the wasteland, taking what they wish and killing those they wish.[5] His opinions of himself and his banditry are narcissistic,[6] and insists that his actions are not stealing, and that his victims are instead grateful for the "excitement" he and the rest of the Khans bring to their lives.[7]
