Defender Rococo Rockfowl is a member of the Brotherhood Outcasts in Fallout 3.

Background

Rococo Rockfowl is the Outcasts' heavy-weapons specialist at Fort Independence, primarily tasked with guarding the bridge from the Fairfax ruins due to regular raider incursions.[Non-game 1] Apart from perimeter defense, he is often paired with Defender Morgan for special operations, including reconnaissance missions in Fairfax to determine the extent of raider encroachment in the area.[3] On one occasion, the pair had been placing explosives in the utility tunnels underneath Fairfax in order to disturb raider operations when they were interrupted by one of the raider patrols; both Rockfowl and Morgan, diligently operating according to mission parameters, opted not to engage and returned back to Fort Independence.[3] Similarly, Rockfowl consistently refers back to Protector Casdin's words, particularly as he chose to follow him under the belief Casdin would be continuing the Brotherhood of Steel's original mission of recovering technology, contrary to Elder Lyons who was "wasting" Rockfowl's time.[4][5]

Despite wishing to prioritize the Brotherhood's original mission, Rockfowl enjoyed serving with the Brotherhood of Steel and claims to have no quarrel with Elder Lyons or his branch, though this was not enough to dissuade him from following after Casdin, whose ideology he aligned with more.[5] If asked about who the Outcasts are, he will attempt to be intimidating in an effort to stop the Lone Wanderer asking questions, although this falls short as the retort comes out somewhat dumb and uncertain; regardless, his description of them is superficial, believing that saying they have "power armor and big guns" is a sufficient explanation.[6] Echoing Casdin's words, he sees the Capital Wasteland locals as no more intelligent than mole rats, and will refer to the Lone Wanderer as an "outsider" if they ask about joining the group.[4] He is loyal to the Outcasts, going so far as to refer them as his friends, and is capable of getting along with outsiders provided they do not attempt to harm him or the group.[1]

Unlike his counterpart Defender Morgan, who is a "no-nonsense soldier," Rockfowl operates in a laid-back manner belying his competence.[Non-game 2][Non-game 1] If the Lone Wanderer irritates him by suggesting they call him "Coco," he immediately becomes defensive and comments that Casdin thinks he has a "real knack for solving problems," which Rockfowl cautions could extend to include the Lone Wanderer if they carry on with this behavior.[2] However, he is not as opposed to being called "Rock" and does not protest this nickname like the former suggestion, or immediately shut it down.[1] While he is quick to resort to threats, he is capable of greeting the Lone Wanderer more amicably, introducing himself as being at their service or telling them to be careful in the area.[7][8][9] Likewise, he has a tendency to be hesitant or uncertain when making threats, such as warning that the Lone Wanderer will be fine if they do not cause trouble, before hastily adding "um, probably" at the end.[6][10]

The son of an avid reader, Rockfowl's father chose to name him "Rococo Rockfowl" after being inspired by reading the Encyclopedia Atomica (Volume VIII Radiology-Saskatchewan) and picking his name out from here.[11][Non-game 1] While Rockfowl knows how proud his father was of the encyclopedia, and how he himself must have read it "about a thousand times," he harbors some resentment towards his father for choosing his name from there, though he jokingly wonders if the book has a sequel.[11] However, he does not allow this sentiment to overshadow his father's teachings, such as being raised to not have his time wasted, or referring to him as "Pop" to others.[5]

  • Defender Rockfowl patrols the highway over the entrance to Fort Independence. Because this is very close to the raider-infested Fairfax ruins, Rockfowl may spot one of the raiders inside the ruins, causing him to run inside for a fight. This draws out all the other raiders and initiates a large firefight that Rockfowl may not survive without the player character's assistance.
  • He is one of the rare named NPCs in the game that respawn after being killed.
